Coordination Meeting on Strengthening Extended Spectrum Beta Lactamase (ESBL) Tricycle Surveillance Implementation

Results of live bird market (LBM) surveillance in West Java province and particularly at LBMs in Depok City showed continuing persistent H5N1 highly pathogenic avian influenza (HPAI) virus contamination of markets, which required inter-sectoral interventions for successful improvement. Sukatani market is located in Depok City (West Java province) bordering DKI Jakarta province and regularly supplies poultry meat to satisfy the consumption demand of the highest and densest human population areas in Indonesia. Continuous market chain intervention activities have been conducted, specifically cleaning and disinfection activities in close collaboration with Depok City Livestock Service, resulting in 2017 budget allocation for biosecurity capacity building and awareness raising in Sukatani Market, with technical assistance from the DAH-MOA and the FAO EPT-2 project.

Eight market managers, 15 market traders and one Depok Trade Service staff were trained on practical market biosecurity practices and food safety improvement resulting in increased knowledge and awareness on improving biosecurity practices to reduce risks at markets. In addition, three Sukatani market officers and two Depok Livestock Service officers have been trained as trainers through a Training of Trainers (TOT) on poultry market chain biosecurity together with 32 market and Livestock Service Officers in the Greater Jakarta area to provide a cohort of local trainers to sustain the programme for future replication/expansion.

With multiple actors (central and local government, private sector) involved in risk reduction efforts in Sukatani, inter-sectoral coordination meetings were regularly conducted involving Sukatani Market management, Depok Livestock Service, Depok City Trade and Industry services, Ministry of Trade, Ministry of Health (Directorate of Environmental Health) and the Chairman of the Healthy Depok City Forum. In this way, support was gained to implement the biosecurity and food safety programme in Sukatani market, facilitated and co-funded by the FAO EPT-2 project.

As a result, higher awareness, expanded capacities and a more comprehensive market biosecurity and food safety intervention programme was developed at Sukatani market. The Ministry of Agriculture addressed biosecurity and food safety practices, Ministry of Trade facilitated the Indonesian Market Standards (SNI), Ministry of Health facilitated the healthy market programme (including food products and water sampling), and Depok Healthy City Forum promoted advocacy and commitment raising with all stakeholders. In addition, a joint statement of commitment was signed by key cross-sectoral stakeholders to promote a healthy, safe and SNI-certified market in Sukatani. This collaboration between the central government, Depok City local government and the private sector, including Sukatani market management and poultry traders, succeeded in improving market biosecurity and food safety and positively contributed to reducing HPAI
